CHS announces new Interim Chief Executive 28 March 2014Boyd McAdam has been appointed as Interim Chief Executive Designate of Children’s Hearings Scotland (CHS) by the CHS Board. Mr McAdam, who is currently Head of the Better Life Chances unit within the Scottish Government, will take up the role on secondment, until a new National Convener and Chief Executive is appointed later in 2014. This follows the departure of Bernadette Monaghan, who has announced that she is to move on to pursue a professional interest in progress research within the Faculty of Humanities and Social Sciences at Strathclyde University, following completion of the establishment phase of the organisation. Ms Monaghan led CHS from its inception in 2011 through its establishment phase and into its first business year following ‘go live’ in June 2013, the date on which CHS took over formal responsibility for its statutory functions. Throughout this period Ms Monaghan was also the first National Convener of Scotland’s Children’s Panel, the largest legal tribunal in Scotland which is made up of some 2,700 highly trained volunteer members. During her time as Chief Executive and National Convener, Ms Monaghan brought together and integrated a previously regionalised panel structure and created a new national Children’s Panel for Scotland. As part of this work she established a new Area Support Team structure, and put in place a National Standards Framework and national training to ensure greater consistency of decision making across the country. Ms Monaghan said: “It has been a great privilege to be appointed as the first National Convener and to be involved in the work of CHS, a completely new organisation, through its inception and beyond. “I will always remain a passionate supporter of the Children’s Hearings System, of its holistic approach towards improving damaged young lives and, not least, of the dedicated panel members who make the system work. “I would especially like to thank the staff of CHS, members of the panel community and partners for all their support. I wish everyone the very best for the future”. John Anderson, Interim Chair of CHS said: “Establishing CHS and taking it through the critical period of ‘go live’ presented many challenges and we are grateful for the contribution that Bernadette has made. We all wish her well”. A fair and open public competition to appoint a substantive National Convener and Chief Executive will commence shortly.
