The Children's Hearings System is Scotland's unique care and justice system for children and young people in need of care, protection and support. The system is unique because it is unsalaried, lay tribunal members – Children’s Panel members - who are the decision makers at children's hearings. This is done by considering the needs, circumstances and best interests of the children and young people before them and making decisions accordingly. The Children's Hearings (Scotland) Act 2011 created Area Support Teams (ASTs) to support Children's Panel members in their local area. There are twenty-two ASTs across Scotland playing a critical role in the delivery and administration of the Children’s Panel. ASTs act on behalf of the National Convener in recruiting, supporting and monitoring panel members locally. Each AST has one or more Depute Area Convener(s) to assist the Area Convener with the carrying out of their functions and to deputise for them as appropriate and required. The Depute Area Convener provides leadership and direction to the AST, ensuring that the AST fulfils its responsibilities to support panel members and carry out key responsibilities. The South East Scotland AST is now seeking to appoint two Depute Area Conveners. Applicants should be able to demonstrate a strong commitment to and understanding of the ethos, values and principles of the Children's Hearings System, as well as an understanding of the role of panel members.
